The dotted half to 76 is right, I think. The Boosey facsimile of the Barret method gives the tempo as half note equals 76 which would certainly require higher math to decode and can't possibly be right. Dutchy is right that minuets are usually not so fast, hence the additional marking of Allegro. Since everyone already knew what tempo to play a minuet, these additional markings only appear when the speed is meant to deviate from the usual.
I think it is not important what the quarter note pulse comes out to be, since the pulse is not the quarter note--it is the dotted half note.
