When old staples deteriorate, I cut off the deteriorated section and wrap that part with reed thread. The thread is wrapped about the diameter of the cork and glued in place. So far, it seems great and the staples are easier to grip and pull out of the instrument if the repair is at the top end.
No source of corks was found by me. I suspect there is a machine used in the manufacture of corked staples which may drill and ream the corks to fit the metal part. Good luck!
