We have the same problem in our band. One or two saxes can drown out the six clarinets, one flute and the oboe. Having said that though, the oboe is far more likely to be heard than the flute which is a lost cause.
Perhaps Mr Band Director could get his hands on some saxophones in C and take two of the current altos off their part and double them into the oboe and flute sections at a lower octave.
Even a cull in the saxes taking it down to one on a part is not going to help, certainly with beginner players. Quiet on a sax is a) really hard, and b) mf compared to many other instruments.
A thought, are your saxes on metal mouthpieces? perhaps a school investment in some plastic ones could cut the racket down a little, or different reeds so they don't have to honk as hard to get a note out.
Any chance of recruiting a piccolo flute to back up your current one?
