I had this same problem, water always in the stupid octave key. I even bought a can of compressed air to blow on it (carefully of course.)

I found that what I needed to do was blow the water out of the reed after I soaked it, by putting the cork end in my mouth. There was a drop of water inside the reed that was dribbling down inside the oboe and clogging up the octave key. (I can see that drop go flying out the reed end when I blow on the cork end.) Once I started doing that (now it is habit) the water-in-the-octave-key thing went away.
