I ALWAYS scrape and clip the tip, then continue to scrape until I get a crow. That takes anywhere from 5-10 minutes. Then it dries on its rack. I will then soak and scrape again (later in the day or the next day) to actually turn it from a blank into a reed. Usually I make a reed in 2 sittings, then continue to make little adjustments as needed.
I find if I wrap the reed and just leave it without scraping and clipping, the opening is way too small for me to play on.
If I have a number of reeds to make, I keep a little assembly line going - soak a few pieces, then while I am wrapping and scraping, soak a few more. By the time the first batch is crowing, the next batch of cane is ready to go.
