It won't affect any other notes if its moved (and may free things up elsewhere), but at the moment it's still located where it is due to comfortable finger placement and all the keywork around it.
The E tonehole should be roughly where the low C key upper pillar is situated, but putting it there (and relocating the RH little finger cluster lower down the joint) will increase the distance between RH 2 and 3 which are both perforated plates, so anyone with small hands will have loads of trouble trying to cover them, and extension plates (as LH finger 1 has) will probably need to be added for RH 2 and 3 to cover the apertures in the pad cups beneath them. This will only make the keywork more elaborate and the instrument much heavier.
