For anyone who has played this work (and can remember), in the clarinet section is it possible to double certain parts?
The clarinets required are: 2 Eb clarinets, 6 Bb clarinets, bass clarinet and contrabass clarinet.

Ten players - I can see why you'd want to combine parts if you can.
Is this the record for most clarinetists needed in an orchestral work? (According to what's on IMSLP, the choral section of H. Brian's 'Gothic' symphony needs eleven.)

If you still live in Montreal, you will be able to hear it (if it happens), in February 2023.
Walter Boudreau is hoping to include the piece in his festival MNM (Montreal Nouvelles Musiques), as a collaboration between several orchestras and maybe his ensemble (SMCQ).
Regarding doubling, the only possible double is contrabass clarinet/one of the two Eb clarinets. Those are the only two clarinets that do not play at the same time.

The issuu.com site is great. It's not just scores and sheet music. There are also programs, program notes, magazines, audition lists, pamphlets, brochures, publisher's catalogs, catalogs of gear, etc.

Simon,
No longer spending time in Montreal. Cut down the living in three places to two (NYC and Tokyo).
Have a great concert. Would be good to see/hear that Messiaen live.
