... seems to me with a suitable reed, lower range oboe can mimic saxophone somewhat (although who'd really want that, just saying the tone colors are compatible) and same reed would probably soar a bit on the wilder side to give a more folksy flavor
... it's the same kind of rustic timbre needed to play baroque era country dance music
... if you want mellow, adjust embouchure technique, same reed
... some of the older 'obsolete' open-ring style military oboes circulating on ebay might get a new life in jazz style, they have a freer tone already (assuming they're otherwise in good playing condition)
... if you have a music-writing software program, it could transpose any alto saxophone or clarinet sheet music to concert C equivalent for playing on oboe
