On Lorees (as in the one picured in the link) the F vent adjusting screw is on the rocker - not on the F vent key itself as it is on most makes of oboe, but is adjusted in the same manner.
Thumbplate system oboes usually have an open standing F vent which is closed along with RH2, though some thumbplate systems (eg. some Howarth S2 oboes) may have a closed F vent arrangement like conservatoire system oboes, so adjustment is done by holding RH3 down to release the F vent and then closing RH2 to check it.
