Absolutely, a well-balanced reed should not require a significant change in embouchure when moving from the lowest to the highest registers. The trick is to get just the right balance of definition vs. gradation where the heart drops off into the tip, and then to get the corners of the tip quite thin. When this kind of stability is achieved, playing the oboe is really not hard work at all!
