 Why is it called the 'Concert' Bb scale?

Why isn't is just "the Bb scale"?

In the back of my Essential Elements 2000 book there are four groups of Rubank Scale & Arpeggio exercises, and in the book they're simply titled "Key of Bb", "Key of Eb", "Key of F", and "Key of Ab". But on the DVD, the title says--and the narrator calls them--,"Concert Bb", "Concert Eb", "Concert F", and "Concert Ab".

Why? Why not just "Bb", "F", "Eb", and "Ab"?
