Hm, the possibilities are many, but let's eliminate some of the most obvious first ...
Mechanical -- very sharp notes on 2nd 8ve key -- does the 2nd 8ve vent open a lot wider than on your other oboe? Shouldn't open too wide, is it bent? Is the auto-octave screw mechanism secure or a tiny bit wobbly?
Mechanical -- for low notes not speaking -- do low C, low B and low Bb pads all seat securely, and do low B & Bb close together when playing low Bb?
The player -- first practice octave leaps & drops (top joint only, G to C) with completely *neutral* embouchure, open throat and comfortably lowered jaw, steady airstream, do not attempt to make any lip adjustments at all, rely entirely on the octave keys themselves for leaps and drops
The player -- warm up well on above, remain stable with air and lip, now's the time to test pitch with the tuner, read what you're getting then
The player -- low notes not speaking, remember to roll-out closer to tip edge, loosen up the lip in front of your teeth, but keep the 'buzz' firm
The reed -- if reed doesn't let you do octave leaps or drops responsively enough, either fix the reed or try other reeds until you get one that works
The reed - if it isn't responding for low notes, fix it or find another one that works
Finally, after problem-solving and detailing the above, add Eb key for all the same left hand leap & drop notes, this should add nice warm resonance, maybe a tad fuzzier on some notes than others, OK
If however, adding the Eb makes *significant* changes in pitch -- oboe itself needs expert help
