I find cane to be variable from year to year - sometimes I get great cane from a certain brand, and sometimes I get quite poor cane.
In any case, I would recommend that you look at the density of the cane - if you don't have a hardness tester ( I don't) just look at how tightly packed the fibers are. If it looks solid and smooth, it will probably be good. If it's grainy, it's hopeless. Color is less important, though I avoid those really yellow pieces - they are always too hard for me, and the reed ends up cracking.
Try a bunch of different brands! I usually buy a different brand each time I go out and get cane - so far I have actually thrown out less of the tube cane, rather than more. (Maybe because with each new brand, I'm less likely to be too picky??)
And anyway, you can actually make reeds on many types of cane - so why not do that?
