Tie-off lengths always vary depending on your shape, but about 60mm is a good bet. I personally tie mine between 59-60mm. At this length, I start the bottom of my tip at 50mm (i.e. the bottom of the V at the sides) and finish my reeds at about 55mm.
Typically, the crow should be a C, just like an oboe reed. Some people like a C#, I don't think it makes that much of a difference. Whatever works on your horn!
Do you know about the wire? Many people put wire on their EH reeds, and I personally find it very helpful. Let me/us know if you need to know how to put the wire on.
In general, with EH reeds, take more out of the heart, and often the finished tips won't be as thin.
