Not sure about "Romantic" Era, but since you're talking Strauss and Vaughan Williams which would be classified as "Neo-Romantic" I would recommend the Goosens Concerto, which is in one movement, pretty friendly for a grad-student level player, and certainly doable/memorizable. If he would let you do shorter pieces, you could go for the Barber Canzonetta, Hanson Pastorale (there are orchestral parts to it), or Barlow Winter's Past.
