I have never really understood the why of it, but due to vogue/tradition, yes, they don't do it. At least in classical playing. The non-vibrato is beautiful on clarinet and so I borrow some for oboe myself, but also like the vibrato as an expressive element immensely.
Benny Goodman and his followers did vibrato on clarinet and a lot of other non-traditional techniques in swing and beyond. Bends, scoops, huge portamentos, slides... its all great stuff!
Personally, I think it sounds great on oboe, flute, ehorn, clarinet, etc.
As far as modern instruments go, I do believe clarinet is the only one consistently sans vibrato.
