Get a tarnish cloth designed for musical instruments and give a wipe and see if it dissapears.

I suspect that the oboe isn't getting getting an anti-tarnish treatment. I would just wipe it off once and if it is tarnish just let it run its course. Still wipe your keys with a regular cloth though to keep then clean and prevent pitting from your body oils. When you take your oboe in for its first adjustment/cleaning it should get treated then, though mention it to make sure that anti-tarnish treatment gets done.
