It should be perfectly playable and worth having restored as a starter instrument as they're not bad quality instruments. A lot of European oboes built to low B had short bells for a long time, so it's likely Conn copied them.

I think the long bell was being used on Bundys and others built to low B as it saved having to make different bells (the basic bell being the same on all models made) and also saved having to make different cases, so it's easier and more cost effective to use the standard length bells from the production run and drill an open tonehole (or two) in them than it is to make smaller numbers of short bells. Also it adds resonance to the lower notes that the short bells wouldn't have.
