I started on a Bundy back in the 70s, then moved directly to a 'professional' model Marigaux.
My students have started on the low-end Yamaha, which also lack the left F and low Bb.
I would say that AS LONG AS the instrument is in good repair, and especially if you're not sure the oboe is The Instrument for You, it COULD be a good starter.
WHATEVER oboe you get, you want a reputable teacher to check out its function. The 'best' reeds for any oboe will depend on both the oboe and the player.
I'm not a fan of the auction site, though, would avoid it for most musical instruments...
