Now, if you would be satisfied with African-AMERICAN, I could help you:
William Grant Still, Incantation and Dance. Often played as a flute piece, but written for oboe AFAIK. Kinda killer. Fun to play, challenging but do-able.

Still was an oboist, conductor, and a symphonic composer who is getting a bit more play these days.
