I am playing on an S20C Howarth, which I know is the base model, but I think it's an excellent cor (as with the S40c) if you don't want to spend a lot of money. Tuning is pretty stable, extremes of register are pretty responsive. The one I am playing on has a plastic top joint, and I had a feeling I had seen both models available with a plastic liner (I think Midwest Musical Imports has them). Admittedly, I have long fingers, but the stretch feels less than my (Marigaux) oboe. Given it's a student/intermediate cor, it would make sense for the ergonomics to be good.
Peter Hurd could no doubt give you good advice on older models which were designed for smaller hands (sometimes he even specifies this on his inventory, which is wonderful!)
Can I also emphasise the importance of a solid support system as well? You can get away with a bit in terms of hand size if the stresses of support on those hands has been lessened or eliminated.
