I'd agree with Mark on this one.
Two things come to mind. One, you describe the student as huffing and puffing. That suggests to me that he is having some sort of trouble getting the instrument to respond easily enough. Could be reed that is too resistant, or not responsive enough. It could also be something maladjusted with the oboe itself.
It could conceivably also be that the reed is WAY too soft, and your student is biting down and just closing it off. But I would bet on the former (too hard) diagnosis.
The other thing is that more open reeds do play flatter -- if you have ever wired a reed, you know that the bigger opening thus created will flatten the intonation.
There are lots of reasons why a young student might play flat -- breath support would certainly come to mind, for starters. And he simply may not be comfortable enough with the instrument to be able to listen to himself while he is playing yet.
What do you know about the reeds he is using? Where did he get them, etc.?
