"Dryness" is not normally a factor that means a reed is useless. Even old reeds will play if they are soaked. Give it 15 minutes in an inch of warm water, enough to rehydrate the entire cane, you'd be surprised.
As for what kind of reeds, there are a number of reputable, talented reedmakers online. I suggest you start with checking out http://reedreviews.net/ for an overview.
Some of my personal favorites are Goodtoneguild, Cooper Wright, Fox, Edmund Nielsen, Reedery, Stuart Dunkel, Singin Dog, Tabby Toes.
Bear in mind two things when buying reeds and looking at reed reviews:
1. Different reeds work differently for different people. One oboist's "glory hallelujah" may be another oboist's "meh".
2. Good reeds are not cheap. It is axiomatic that if you've found a cheap reed, you've found a bad reed. Those $4 reeds on eBay are especially to be avoided.
3. It is perfectly possible to find decent factory reeds for the student oboist, but handmade reeds are nicer.
