1. Is this an oboe that you're really considering keeping for a long long time?
2. Is the value worth putting in $1200 worth of work in?
3. Is the lacquer falling off somehow?
4. Did you ever play it when the lacquer was in a better state? Did it play much differently?

My guess is this instrument is quite old, and the overall market value isn't as high as a relatively new instrument. If you really believe there will never be another instrument like this one, and you're going to play the instrument into the ground (and take it to the grave), then do the work it needs.

It seems to me that sanding will change the acoustical properties completely. I've played around with bells reamed out with the same reamer but with slightly different wall thicknesses to know that even a hair thicker will change it completely.
