I think as it was lacquered at the time of production, it's probably best to leave it as is unless the lacquer has nearly all flaked off.
German instruments are traditionally lacquered or have a highly polished finish. This is still true today if you look at Schreiber oboes and clarinets - the Buffet E11 and the student line of Buffet oboes (and their Schreiber equivalents) are painted black.
And is this oboe really worth shelling out the extra cost for the prep work and then stripping the lacquer, and then replacing all the pillars and securing any ones that have become loose?
