English horn reed are a bit easier to make then oboe reeds. The larger size of the reed allows for some forgiveness in the scrape. The scrape I have developed for my reeds is based on discussions with Julie Ann Giacobassi and Tom Stacy.
Total lenght: 54-55mm
Tie on lenght: 57-58mm
Bottom of staple to bottom of tip: 50mm
Bottom of staple to bottom of heart: 45mm
Scrape the back until about 3mm from the tread.
Crow: C to C#
Wire (if needed): 3mm up from thread.
I have recently been lightening up the spine so it is not as thick and my reeds have been more responsive yet still yielding a nice thick sound.
On EH reeds I find you can take more out of the rails, both in the back and on the side of the heart.
I hope this helps.
