Well, do what works, of course. The cane must be tied at the length where it fully closes on both sides of the staple oval a wrap before the crossover. The crossover wrap must not go beyond the end of the staple oval. Measure with a preset caliper to ensure the crossover wrap is exactly at the tip of the staple oval or a hair under. The reed blank must not leak at this crossover point or anywhere else, for that matter. Therefore, the length of tie can only be determined through trial & error for any given staple & any given shaper tip. Your mileage will vary. So in view of this rather long-winded answer, I would have to say "minus a mm or two" is not the right approach, unless coincidence/ luck are on your side in equal measure.
As the Zen folks are fond of saying, do what you are doing. Then do it again. You will find your way.
