Check the F vent and that it closes fully with RH2 while RH3 is held down.

Check the adjusting screw on the low C# pad cup so it isn't over adjusted which can prevent the low B key closing, but the C# pad will close fully with the low B pad (hold the C# key open and close the low B key).

Check the adjustment screw on the Eb pad cup to be sure it isn't over adjusted and not allowing the C pad to close fully, but the Eb pad will close fully with the low C pad (when holding the LH Eb key open).

Does this oboe have a low B-C link so you can play low B (and Bb) without the need to close the low C key? If it does, make sure the pressure on the low C pad is slightly heavier than the pressure on the low B pad.
