As long as you realize this ain't gonna be cheap...
I don't have any information about specific oboe camps, but when I experimentally put "oboe summer camp" into Google, a number of links came up.
My understanding is that oboe summer camp/seminars normally only run a few days at a time, so in order for you to spend your entire summer at oboe summer camp, you're going to have to arrange an itinerary, moving every week or so. You might want to consider hiring a travel agent to make your plane reservations, if money is truly no object.
If you want to spend three months in one place studying oboe, why not consider a summer oboe course at some institution of higher musical learning? Or private intensive lessons from someone?
