If you feel the gouge gives you control, then don't worry too much about tone. Don't get me wrong. Tone is important. It's just not nearly as important as response, intonation, and stability. As you suggested, tone will likely come in time, as you find a scrape that works best with the gouge.
For the most part, I think it's best never to select an instrument, gouge, shape, reed, or anything else based primarily on tone, especially if it means sacrificing response, intonation, or stability. If I play out of tune or have notes that don't speak, I know it'll offend 100% of the listeners. But if I play with a tone that I feel is "just ok, but not anything special," 50% of the audience may feel the same way, but the other 50% may think it's the most gorgeous tone they've ever heard! Just seems like tone is the one thing we can never agree on!
