 Reed Rush & Reed File?

... while browsing around i've come across a product called Reed Rush, supposedly to adjust reeds and use instead of sandpaper. Picture shows something like tube cane at first quick glance, but mixed size diameters and tubes have grain-wise ridges -- can anyone give more info, pros & cons?

... ditto, have seen reed file, 10" bastard cut, would this be for bassoon reeds? also have seen an older '40'-50's oboe reed-making pamphlet with reed file picture in it, but 10" (modern available size seen through browsing) seems much too big for oboe reeds, would a smaller size be of use, for what exactly? anybody give more info on this?
