I had a pleasant surprise about the suction test one time. I took my instrument's top joint in to a repairperson because no amount of adjusting could yield suction. He had me moisten my fingertips before placing them on the keys for the test and, 'voila!', there was suction. Apparently, in winter, my fingertips are so dry and grooved that they were the source of the minute leaks. The oboe was fine.
