I say, it's not where you go, it's what you make of it while you're there.
Have your parents actually lived in Philadelphia? If not, they can't judge it. I know people who love it.
I think it's more important to have a good teacher than to be concerned with the quality of the ensembles. When you audition for an orchestra, it's what you sound like that's going to be important.
Lastly, be careful with your writing--Always capitalize the first word of a sentence, and always capitalize your "I" personal pronoun and write out "you" instead of "u." Taking shortcuts like you did makes you look unintelligent. You don't want any of these bad habits accidentally creeping into your applications.
