I don't make reeds but I use single beveled knives to graft Japanese Maples and Ginkgoes. On the recommendation of a friend in Georgia who also grafts trees I ordered a Japanese Water Stone from Lee Valley. I believe that it is a 4000 grit. I haven't used it that much, as my finish stone is a very old stone that a barber would use on straight razors in the first half of the last century. It looks like it may be a form of oil stone but I use it dry. It is very fine on one side and even finer on the other. It is almost as fine as many of the ceramics that I have and have seen. I have looked for a similar sharpening stone but have yet to find one. I think ceramic is good for a finish sharpening. As for the water stone I think that something finer than 4000 is better, say 5000 +. My grafting friend in Georgia gets a very good edge using his 5000 grit. I may have to try one of these reed knives on my trees. Some look identical to many grafting knives. My favorite knife is a TINA.
