Probably the biggest factor that militates against the use of the oboe in folk music is the fact that the oboe embouchure can take months of serious work before you start producing anything remotely approaching melodious.

Whereas bagpipes require no embouchure at all, as such--you just stick the mouthpiece in your mouth, and blow.

There's a reason why amateur musicians all over the world play bagpipes and not oboe. The oboe's difficult, but bagpipes are dead easy, at least where "embouchure" is concerned.
