not irish, but evoking bagpipes and reedpipes: Loeffler's Two Rhapsodies (the second one is called "The Bagpipe" - well Scottish is close!) and Britten's Metamorphoses (Pan in particular)...reedpipes give the illusion of sliding through quick runs up a chromatic scale...you'll hear that in the Britten.
