There definitely are some passages in which it is good to keep the left thumb off of the instrument between notes. The brief, scale/octave jumping solo for the oboe in Ravel's Piano Concerto in G comes to mind.... Other times, the advice posted already, to rest it lightly on the oboe without clutching the oboe, works best for me.
