Orchestral isn't ever performed from memory, unless of course you are the soloist of a concerto. If there is sheet music in front of someone, they are probably using it. Granted, professionals aren't glued to the page struggling through the notes. They simply use it as a guide - a full symphony is impossible for 100 people to play from memory.
Perhaps you just aren't seeing them flip the pages. Most musicians do it fairly discretely.
