The third octave key is used on high E and above (I've never heard of anyone using it below that, and it doesn't help anything else on my oboe).
You can use the regular fingerings, but because oboes will vary so much in that register between makes, it's kind of a case-by-base basis. The regular fingerings will work...but for instance often I take off the Eb key for the high E and F because with the 3rd octave key it's just too sharp on my instrument. But on F# and G I use the regular fingerings! Makes the 3rd movement of Tombeau a heck of a lot easier (i.e. the D#-F#)
