That's fluttertonguing. You have to let air out of the corners of your mouth as you allow your tongue to "vibrate" against the reed.

Penderecki is huge. Perhaps his most famous piece is "Threnody to the Victims of Hiroshima", "St. Luke's Passion", or "Dies Irae".

My favorite 20th century wacko piece which features oboe is the Ancient Voices of Children by George Crumb. Y'all should check that one out.
