You always trill up to the next note in the key signature, never down. If the trill has a flat or sharp sign you take the trill note up or down a half step from what it would have been in that key.
However there are bad band arrangements that use flat, sharps, and naturals on trills to mean make the trill note either flat, sharp, or natural irregardless of the key.
If the proper trill doesn't sound good, it could be a mis-print or bad arrangement.
