Yes, I think the tendency on the first movement is to "split the difference" between the second and third. The exquisite second movement benefits from a very languid tempo -- and it is, in my estimation, the most difficult of the three movements. (I've performed the first and third movements in recital; I am not yet ready to go public with the second.)
Looking back at my own playing, I think I have usually played the first movement too fast. I think it sounds better -- reveals more about itself? -- when played maybe even more to the Moderato side of things. But it's got to keep moving forward -- especially in contrast to the second movement. I might call my preferred tempo "sprightly" -- light, almost whimsical -- in clear contrast to the dreamlike, or even melancholy, second movement and the rather driven character of the third movement.
It's a great piece, no?
