It depends. If you are just making reeds and playing oboe as an ongoing hobby, for personal pleasure, then I would probably stick to using the premade cane. However, if you are finding that you get a lot of leaky reeds (can be a problem in GSF cane) you might consider buying a shaper tip. A shaper tip, the handle, and a 100's pack of razor blades should run you about 450$ CAD.
Try to find a good source for gouged-only cane.

Personally, I gouge my cane, but only because of the high standard of musical performance necessary. The gouging allows me to have more control over the aspects of the reeds - but only on a very minute scale. For instance, if I have to play a lot of chamber music, I will adjust my gouger so that I can make a bunch of chamber reeds, instead of taming down orchestral reeds. Conversely, if I have to play principal oboe in the orchestra for a period, I will change my gouge again so to accomodate.

If your repertoire isn't as demanding, having someone else gouge your cane for you isn't bad at all. (In fact, if you get to know the person doing it, you can be sure of quality)
