The Donizetti was originally for EH in G, which would make the piece in C major, instead of D major. I actually wish that they would bring it down a step and keep the EH part the same, but I assume that there are some low G's in the violin parts...
As for the fingerings, the one that I use for passages with runs with high Eb and E...
Eb- oxx|oxx (I normally finger this note with the low B key, but in a run, the B key can be omitted on the oboes that I have owned.)
E- 8vaI oxxG#Eb|oxx
F- 8vaI oxoG#Eb|oxx
I'm also prone to use both the G# and Eb key for these two fingerings on the left pinky, but ymmv
