I recently played a lot of these instruments at the Midwest Clinic, so I'll give it my best shot! I think we will all have similar ideas on this.
I really like the Fox 450. I played one as compared to an 800 (professional series) and liked it better. This would see him through college if he didn't plan to major in oboe. If it is truly out of your price range, then the Fox 330s are very solid, reputable oboes. Make sure if it is used that it has a left-hand F - some of the older ones don't.
I personally like the Patricolas, but many people don't. Possibly avoid unless he can trial it against the whole lot, and resale might be an issue.
I also like Fossatis, but I believe you need to be careful about getting one after a particular year (I think you need to get one younger than 2007?) I will let others fill that gap in.
Bulgheronis are fabulous value for money. I haven't played the student model, but it looks to have all the necessary keywork.
Yamaha makes decent quality instruments, but I've mentioned before that they just don't feel very 'oboe-y'. They aren't very centred in pitch or tone, and are a bit bright. I think Yamaha is often too expensive for what it is. Avoid the 241 - your son will have already outgrown it.
