I think Cooper's advice is right on. I studied with three very well known oboists, and the best known was the worst teacher (I mean incomparably bad, not just awful).
Also, be a little careful of location, particularly of inner city colleges in the Northeast. Some of them are in places that are not particularly safe. If you can visit, try to go in January, and understand that the weather will be like that for most of the school year. I had a lot of friends who went to NEC, Eastman, and Cleveland, and ended up leaving because of the weather.
PS. I'm from Southern California, and got hammered by the Northeastern climate.
