That could mean several things - the spring on the low Bb linkage (to the right of the low C# pad cup as you're looking at the lower joint) could be weak or broken, the oil in the feather keys or low Bb linkage or bell key barrels could be too thick, the feather key head or barrel could be bent, the upper low Bb linkage pillar could be slightly out of line, the bell key could be bent or the lower pillar could be out of line.
With the springs disengaged, check how freely the low Bb linkage and bell keys move, and check the screws are tight. If the key or linkage binds up when you tighten the screw, the pillar with the thread in it could be slightly out of line (in that it's turned round very slightly).
If you can take the keys off, check how easily the rod screws run in the key barrel with the old oil cleaned off them - they should fall all the way through (unless the screw head is flared out) and that the key will swing or spin freely when held by the rod screw only.
