Make sure the Bb pad is opening fully when RH1 is closed - if you can feel any double action when you open and close LH3 (while RH1 is held down), then it isn't opening fully. Both the top joint Bb and C pads should have the same venting (although the C pad is usually sunk deper into the top joint, but it should still have the same venting as the Bb).
Either the RH1 venting is too low (the key cork could be too thick) or there's too much of a gap between the RH1 and con bar linkage causing the Bb pad to not open enough when RH1 is closed as there isn't enough travel at the top end of the con bar to sufficiently open the top joint Bb and C pads.
