On oboes you have to be sure the weight is around 3mm maximum in order for it to go through the reed socket. You can make a weight from brass or stainless steel bar (around 25-30mm long) with one end filed round and polished up smooth and the other end centre drilled part way through (probably to around 10mm) so the end of the string can be inserted and crimped in place (or glued in).
You can then use coloured paints or transparent lacquer to paint the weights with - but the chances are the paint will only chip off through use and the chips may get lodged in a tonehole or stuck to a pad, so best leave the weights with a highly polished finish.
