I can't speak to what kind of pads you should have installed, but I have another suggestion regarding reeds: if there is a competent teacher or reed-maker in sight, and you are pinched for pennies, you might consider buying 2-3 factory made reeds (say, Jones as an example), but medium-hard, and after you've blown them a bit, take them to the teacher for an adjustment. If you like the teacher, watch carefully or learn to do a bit of adjusting a hard reed yourself.
It IS a short-cut, I admit, to the purist's ideal of making your own reeds from scratch. Which I think is the only way of really customizing your sound and (eventually) providing the best reed possible for your kind of playing. My opinion, but if I order a professional reed I still end up adjusting it some.
If pennies are NOT an issue, then by all means get a good quality reed from a reputable maker (Weber, Chudnow, Cooper Wright, etc.) so you can evaluate the instrument thoroughly once it's re-padded (or maybe even before).
